Individual Module Training for WRHSAC's Regional Shelter Plan

WRHSAC has developed and helped western Massachusetts entities implement a Regional Shelter Plan. This comprehensive plan provides Job Action Sheets, Standard Operating Guides, Forms and more.

WRHSAC has developed an on-line training with individual modules for each job associated with operating a shelter. The training is free and accessible for anyone to take. Once a module is completed, participants are able to print out a certificate indicating they have taken the training. These certificates can be used by shelter managers to track staff training. The modules can also be used as just-in-time training during shelter activation.

A goal of this project is to familiarize people with the WRHSAC Regional Shelter Plan documents, how to use them, and encourage municipalities to adopt them to assist in creating common operating pictures in shelter operation throughout the region. The number of people that need to understand this content is also quite large: everyone from local Selectboards, to local Boards of Health, to Emergency Managers, to Medical Reserve Corps Volunteers, to local church organization active in disasters and even people who might show up the day after an event who just want to help out in any way they can. It became clear that online training or E-training was a positive solution and a contract was signed with a training development firm with a focus on emergency management.

The E-training was designed to provide learners with knowledge about how to carry out their assigned responsibilities in a shelter. The underlying instructional design is simple: apply problem solving versus memorization based on scenarios they would likely encounter in a shelter environment. The training builds on the regional and other national guidance documents and it contains all of the forms necessary to carry out shelter operations under the National Incident Management System.

Northampton Police Department, Northampton MA

The Western Region Homeland Security Council is funding Officer Down Rescue Train-the-Trainer Re-certification Course

The 2-day class is a re-certification course, applicable to SWAT, tactical team members, EMT’s, patrol supervisors and trainers in general who wish to OFD-I_resizedunderstand, utilize and present to others the concepts for creating highly effective extrication methods for removing other law enforcement officers, firefighters, EMT’s and civilians from situations where the likelihood of death may occur.

Course Content:

This course will be taught with the law enforcement instructor in mind. Tactics, though applicable to all law enforcement, will be presented in a format suitable for those that will leave the class and return to their respective agencies intent on teaching the same strategies and skills.

This course will examine several actual officer down incidents with a focus on what went right, what went wrong and what could have been done to improve the ability of the street officers to effect a safe rescue.
OFD IIIThe course will teach, in a hands-on manner, tactics for rescuing a downed public safety officer or civilian in a building, open area or a vehicle.

It will also show several field expedient modes of extracting downed officers such as using patrol cars and other vehicles or tools that are commonly available to patrol officers and detectives during their tour of duty.

 

 

The course will cover a review of:

  • Buddy Aid and Carry & Drag under live fire conditionsOFD IV
  • Self Aid under live fire conditions
  • Gas Mask familiarization and weapons deployment while wearing gas masks
  • Use of bandage, tourniquet and QuikClot

This is a 3 year certification course.

WRHSAC is hosting Global Positioning (GPS)  device trainings for Departments of Public Work throughout western Massachusetts. The trainings will be held in the months of October and November on the following dates:

Wednesday, October 16 in Lanesborough, Ma (registration)

Wednesday, October 23 in Amherst, Ma (registration)

Wednesday,  November 6th in Deerfield, Ma (registration) and

Wednesday, November 20th in Agawam, Ma. (registration)

The training is free and each town attending will receive a free Garmin Oregon 650 handheld GPS unit. A representative from the town DPW must attend the training to receive the GPS unit.

This training is for public works and highway personnel who would like to learn how to use global positioning system (GPS) equipment in their work and especially in dealing with the aftermath of disasters, which create problems–debris piles, failed sewers, etc.–that need to be documented in order to mitigate future issues and to receive reimbursement from disaster funds.  Additionally, there will be a short seminar explaining ACAMS (Automated Critical Assessment Management System) and how the system can be used to track infrastructure that is damaged repetitively and severely in an effort to collect information in a manner that is consistent and recognized by FEMA, which should simplify the reimbursement process and increase recoupable funds by local communities that have sustained damage following declared storm events.
