Now Available: WRHSAC’s Fairground Security Plan Template for Safer Community Events
The Western Region Homeland Security Advisory Council (WRHSAC) is pleased to announce the release of a comprehensive Fairground Security Plan Template, now available for use by small to medium-sized fairgrounds and event venues. This resource is the result of a recently completed project aimed at enhancing safety and preparedness at the Franklin County Fairgrounds in Greenfield, MA, and the Cummington Fairgrounds in Cummington, MA.
The project began when the Franklin County Fairgrounds requested security planning support from WRHSAC. In response, WRHSAC coordinated with the Department of Homeland Security’s Cybersecurity & Infrastructure Security Agency (CISA) to conduct a Security Assessment at First Entry (SAFE) evaluation at Franklin County and Cummington. Based on the results of that assessment, WRHSAC hired a consultant to develop comprehensive, site-specific security plans for both the Franklin County and Cummington Fairgrounds. The plans address critical components such as physical security measures, access control procedures, information protection, emergency response protocols, and training and exercise strategies.
Drawing on the work completed at these two fairgrounds, WRHSAC created a security plan template that other fairgrounds and event venues can adapt to meet their own needs. The template includes guidance on developing policies for active shooter response, contractor and vendor screening, staff and volunteer quick reference guides, and annual review and training procedures.
