Carbon Monoxide Oximeters (2011)

The WRHSAC has purchased on-scene CO-Oximeters and distributed them to fire and EMS departments throughout the region. On-scene oximeters allow immediate assessment of carbon monoxide poisoning to first responders and victims. The oximeters assist with triage assessment, treatment approach, and scene assessment. Disaster Recovery Plan Template (2011)

The Franklin County Regional Emergency Planning Committee, through a project sponsored by the Western Region Homeland Security Advisory Council, created a template disaster recovery plan. The plan assists communities in deciding, before a disaster happens, what financial, organizational, and human resources will need to be addressed both short-term and long-term as they recover from a disaster. A disaster recovery plan differs from a continuity of operations plan (COOP). A COOP addresses how a business or government entity will keep operating during a disaster. A disaster recovery plan addresses how the entire community will recover after a disaster.

The Disaster Recovery Plan Template is available for download.  It can be adapted for any community. The template is written in a “mad-libs” format. Words or sections that are likely to differ from community to community have been underlined and placed in parentheses.

DART Response Planning (2011)

The Western Region Homeland Security Advisory Council undertook a unique disaster planning / preparedness, response and recovery initiative designed to enhance the capabilities to meet the needs pet owners and pets during and following emergencies and disasters. Entitled the Western Massachusetts Disaster Animal Response Team (DART) Initiative this project developed Pet Friendly Shelter Response Planning Templates and Materials. The materials were produced specifically for the DARTs in western Massachusetts, however any DART team is welcome to utilize the tools. We simply ask that if you use or modify the tools to your needs, that you give credit to WRHSAC as the source of your materials. The materials can be found here. EMS/MMR Patient Tracking System (2011)

WRHSAC has provided EMS Patient Tracking system to the region. The system consists of three command units and twenty-one portable scanners. The tracking system is used to identify and tag patients/individuals during multiple casualty incidents and during sheltering operations. The system can communicate with tracking systems in hospitals throughout the region and commonwealth. Mobile Data Terminals (MDT) for EMS departments to assist with the gathering, logging and sending of information related to tracking were also part of the project. The project completed the link of patient tracking command units and accompanying portable scanners in the region. The project was completed in late June.
